Do you know what the proposed changes to driver CPC are?
The consultation, which is currently ongoing, is asking for opinions on their proposals that have the potential to change the HGV training landscape completely.
The proposal is to introduce a new national DCPC (N-DCPC) which would only be valid for driving on UK roads, anyone wishing to drive in the EU will still require an international DCPC, as per the current structure (I-DCPC).
For N-DCPC, the proposed reform of the CPC system will introduce a ‘Periodic Test’, which contains 50 questions, will take around 60-90 minutes and will cost less than £100. This would, like the current CPC regulations, need to be renewed every 5 years, and the test will be written and delivered by the DVSA.
The current DCPC training involves 35 hours of training for drivers every 5 years and cost anywhere between £250 and £500 per driver, so this is a significant reduction in time and money.
The I-DCPC will permit driving journeys both domestically and from/within the EU.
The introduction of this periodic test is designed to give operators increased choice of how their UK based drivers can complete their training, allowing them to choose between classroom based training or the new periodic test.
This, if agreed upon, will be a massive change to operations for many fleets across the country and is designed to combat the CPC backlog the industry is facing this year.
However, there are many training providers across the industry who will be hugely affected by this proposition.
